I dont really see why him not killing the shite out of a random officer in Jedi is an issue.
Hell, he was clearly conflicted about his role once he comes in contact with Luke. The first time Darth gets him alone in Empire he practically begs Luke to join him and refuses to take a kill shot even though he could have easily done so. One could easily surmise that interacting with his son softened him greatly.

in empire he was hunting those motherfrickers down son.
not until the throne room scenes does he do anything...he's just not the evil presence he was in empire. like it or love it, but surely you're not going to tell me that isn't the least bit odd?
