In general, people are selfish and TOO optimistic about their own health. It should not be left to themselves to decide. If you choose (or get sent) into the 'hot zone'....compulsory quarantine. No choice, no "self isolation".
I don't think everyone in the "hot zone" needs compulsory quarantine, but people who had direct known contact with Ebola patients should. And most definitely medical professionals who treated several patients.

And feeling sluggish is a definite precursor to a major flu / fever... he should have known better.

He should have known better and applied common sense. He was isolating himself from work and others, why the frick would you go out then especially if you are not feeling 100%. However you can not regulate and legislate common fricking sense. There is no realistic solution other than use of common sense to isolate someone. WTF are you going to do have a police officer siting outside the door of anyone from west africa. There is an average of 75 passengers a day from the ebola countries coming into JFK alone everyday. Plus the fact that is completely unamerican.

Come on man! We have been fortunate so far. The nurse flies up north? Another takes a cruise? Now this dumbass? These are medical professionals and they act like they don't know any better.
