I pretty much vote NO for any amendment that handcuffs the legislature and governor from having discretionary spending. It's one of the reasons why every time there is a tight budget higher education and health care spending are almost the only areas that can be cut.

I do as well we need to free up government spending not constrict it.

14. Do you support an amendment to provide that legislation relative to tax rebates, tax incentives, and tax abatements may not be introduced or considered by the legislature in a regular session held in an even-numbered year?

Might want to vote Yes on this one. It's kinda weird that legislation on tax rebates, incentives and abatements CANNOT be considered in fiscal sessions and can only be considered in general sessions. That's sorta messed up.
