State has been building parts of a reef without this amendment. Why do we need one? I am against government for the sake of government.
Also, i foresee a lot of mismanagement of funds if this is set up. Akin to Nungesser and his pet projects.

I don't see any reason why artificial reefs should have constitutional dedicated spending protection when LSU does not.

because I opposed to the principle of constitutionally protecting spending. The legislature needs to flexibility to cut across the board if it needs to. Higher education and healthcare can only be cut so much.
