I wonder if the cops can actually do anything in this situation. In a city which a likely african american majority, a cop arresting "peaceful" protestors would likely cause a larger protest and maybe riots.
The cops actually may have made a good decision to allow this protest to go on, and try to control traffic.
This could have easily have escalated into something much worse.

No. They should have been arrested. If anyone in the traffic had delayed medical care as a result of this or any other hardship, due to this illegal protest, they should have access to the names of the individuals as well, from arrest records, so that proper lawsuits could be filed for restitution.

I don't understand how people can still defend that tPOS. They don't want the truth or facts, they just want to be mad. It's sad really. But, I don't see what shite like this little stunt accomplishes. How does blocking traffic in Atlanta at all help their cause? It's like a bunch of children who are throwing an extended fit. And the parents (govt, media, etc) are giving them what they want and encouraging this behavior. We are so brainwashed into thinking that anything negative that happens to blacks is the fault of whitey that we don't even bother with personal accountability anymore. We live in fear of the repercussions of making back people mad. And that's a damn shame.

Why on Earth would these people not be arrested?!? There is nothing peaceful about this protest, they are breaking the law

Yes an ambulance being delayed by this sucks, but I'm pretty sure like most big cities Atlanta is like this normally in rush hour. It made it worse, but the goal of police is to keep things in order.
I don't support illegal protests and they should be arrested, but if arrests cause there to be larger protests and maybe riots, letting it run it's course may not be such a bad thing.

another thing the OP photo is very misleading. It looks like this protest shut down traffic on the interstate. But if you do some research these protests only slightly effected traffic.
Atlanta rush hour is always bumper to bumper, you see many photos of traffic flowing normally.
These people are idiots but the gaol of the police here is to make sure no-one gets harmed and to make sure traffic continues to flow as it normally should.

I think something needs to be clarified.
If a unlawful protest breaks out what is the main goal for the police.
to prosecute as many people as possible?
work to get the situation in control to limit property damage, injury and possibly death. Also if involved to keep traffic flowing as it should?
I think the later is more important than the former, meaning if arrests makes it more difficult to get the situation in control than it may be better to let them protest but control them to allow traffic to move like normal.
