Whether the work is done at after school care or not, it doesn't matter.
A 4th grader shouldn't have 4 hours of home work. Whether they start at 3:30, 5:00, or 7:00 is irrelevant to the OP's worry.
A meeting with the teacher is certainly in order. And talk to other parents and see what their experience is.
