It's at a place that specializes in burgers (range from $13-25) and is consistently ranked with the top burgers in the 3rd biggest city in the country. I don't find it too much of a stretch

I am not informed enough, but my Modernist Cuisine book explained that the US's regulations on what can be called Kobe are WAY more lax than Japan's, so it's often considered not real Kobe.

I doubt that any restaurant would use authentic Kobe beef for a burger. What makes Kobe beef is the marbling of fat throughout the entire beef. All that is lost if you use it for ground beef.
