The fact that he was there and had committed murder makes him partly responsible since that resulted in the raid.

That does not excuse the police officers though.

It appears they were separate apartments. So, he wasn't "there."

So, you get in a wreck due to negligence and some is killed due to a cop losing control of his car responding. You are responsible for that persons death?
