Again, this is still a hold over from when the story was written essentially for kids AND at a time when people were simply less cynical. You could just tell kids that when he put on his hat and glasses no one recognized him, and they'd go with it.
In reality, it's actually the most bizarre thing about the story, which is saying a lot! haha
Think of it in modern terms. Superman would be THE MOST visible being on the planet. You think we've seen a shite ton of photos of Tom Cruise or Brad Pitt? Supes would be on the cover of every magazine, or every TV show, etc. His image would be omnipresent. And yet...Clark Kent would never be mistaken for Supes with glasses? In a city as big as Metropolis? Wouldn't nearly everyone that walks up to him AT LEAST say, "Damn dude...you look just like Superman."
But, suspending disbelief is all part of this, so you just have to go with that so long as you want there to be a Clark Kent at The Daily Planet. Short of explaining it away with some foolishness about how he can project an altered image to everyone else and can therefore hide in plain sight, it's got to be that people just can't see it because Supes is larger than life and he's just some guy.
Fine...but how can anyone not know who he is based on the events of MoS? Lois tracked him down to Smallville fairly easily. Then Zod drops anchor there...why? Breakfast at IHOP? Even if he hadn't, Supes straight up tells the government that he grew up in Kansas! Oh...and Lois keeps screaming his freaking name at him in front of people.
Based on the events of MoS, you might be ale to concoct a universe where average people can;t see it, but there's no way in hell the US Government would not know who he was. Maybe they could not find out where he "hangs his cape," but they sure as shite could have added 1+1 and gotten to "Clark Kent."
