It's definitely not Ness, whom they've shown in the show already (played by Prez from the Wire).
This. I don't think Chalky expected to come out of the deal alive.

The ledgers were not taken by Ness. Eli was talking about Ness, because he was in the media and had a very high profile. He wasn't giving up the fed that shot Van Alden.
Chalky gave his life in exchange for hers. He knew he was dead but wanted her to live out her dream. The doctor acted like he wouldn't kill him in front of her. I think she basically knew what would happen to Chalky though.
I hate losing both those characters. Eli ends up living in real life so I guess the ticket back home is a nice way to tie his character up. Also, I liked how Gillian is thrown into the mix on the flashbacks of a younger Nucky.
