I'm not disputing you and glad you were able to get those positions...but guessing you don't have a PhD and from my experience they won't hire a PhD for a position like that if they know you have one.
He sounds like a perfect USDA job candidate...it takes typically 6 - 12 months to get hired with the Govt for one of their career positions. NOLA has the USDA research lab in Lakeview area by UNO.

I've applied for a shite ton of usda jobs, never heard back from any of them, even if I called to check on the hiring status, they never returned my calls.
Several of them have been in Louisiana actually.
