In the comics, Barry Allen is the Speed Force. All other "speedsters" (past. present, and future) get their power from the Speed Force and thus from Barry Allen.
I'm guessing that when Thawne changed Barry's past, it somehow caused Barry not to become the Speed Force or not to fully develop the Speed Force. That is probably why Thawne's tie to the Speed Force was weakened, and why he is helping Barry develop his abilities.
Now what actually happened to future Flash is something I don't think we know yet.
