Cold evidently figured they would lose to the Flash. I don't think his plan was to beat the Flash, just to have him reveal himself to the world. I thought that was pretty evident by his dialog in the patty wagon.

The Reverse Flash is currently a lot faster than Flash on the show. But with that said, Flash did evacuate a passenger train during a wreck midstream, so your point still stands.
Keep in mind that Flash's rogue gallery teams up in his comics because they realize they don't stand a chance. The Flash on the show is still trying to "learn" how to use his powers. My theory on Cold's ultimate plan was/is to reveal the Flash to the criminals of Central City, and then get them to band together to fight him together (hence the Rogues). I don't think he ever planned on beating Flash in that battle.

That's perfectly fine, but if that's the case let's have Flash back up his reputation by easily handling the both of them with little drama rather than making it seem like an epic battle.

just like Loki in The Avengers, winning the battle was never the point of picking the fight.
