I'm supposed to believe that Captain Cold went away and devised a plan to kill the flash. That plan was to walk down the street with another guy with a heat gun.

If you want to go that route fine, have the Flash be cocky and easily disarm both guys and have them arrested, then have them humiliated and then freed from the truck with an angle for vengeance. Don't expect me to believe they're an equal match to the Flash though. If the reverse-flash can easily disarm 15 police officers in a confined space.

Let's not put any thought into our plot and see how it turns out. Then tell everyone to "suspend belief".

Cold evidently figured they would lose to the Flash. I don't think his plan was to beat the Flash, just to have him reveal himself to the world. I thought that was pretty evident by his dialog in the patty wagon.

The Reverse Flash is currently a lot faster than Flash on the show. But with that said, Flash did evacuate a passenger train during a wreck midstream, so your point still stands.

Keep in mind that Flash's rogue gallery teams up in his comics because they realize they don't stand a chance. The Flash on the show is still trying to "learn" how to use his powers. My theory on Cold's ultimate plan was/is to reveal the Flash to the criminals of Central City, and then get them to band together to fight him together (hence the Rogues). I don't think he ever planned on beating Flash in that battle.
