The article you linked appears to be written by someone that read the headline only, formed an opinion and didn't read anything else. The thrust of the article:

I would disagree with some of the article, but the overall idea that we maybe try to identify and treat pedos before they commit violence seems reasonable.

No. The article I linked has numerous direct quotes from the NYT article. That's not 'headline only.'
