Well shite, since it's obviously not going to stop the behavior to any degree, let's just allow anyone who wants to run on the playing field do so at their own leisure with zero repercussions. You can't quantify the deterrent effect revoking a scholarship might have on future incident, because there is no way to know how many people don't do something out fear of consequences.
