Yeah, I'm sure they pushed out an update to 500 million devices without testing it.
Looks like the wrong build was published to the OTA update mechanism. Upgrading from iTunes is showing no issues.

Apparently, they have yet to fire the moron who was running the live stream and who was supposed to open the online store on launch day.
