What is the point of the monitoring devises? My understanding is they are used to track compliance with restrictions on movement. Shouldn't there have been some sort of restriction on the movements of the teen who was uptown on Saturday? Shouldn't there have been some sort of response to one of the teens being uptown on Saturday? Wouldn't being out an about around midnight also trigger some sort of reaction?
If the monitoring devices are not being used properly then they should be eliminated. It is misleading the public to portray them as having any sort of crime prevention value.

Yes. Theoretically the monitoring devices are great, but that assumes someone is properly monitoring. The devices are monitored by third parties and in any breach of court restrictions, the third party is supposed to notify law enforcement. Many judges won't use these devices for violent crimes.
