The rule is about marketing. You need to conduct surveys and market research to learn that people like red better than gold. We already have all that data since Charlotte went back to the tried and true color scheme.

As for why not release Mardi Gras this year too, most people aren't going to buy 2 overpriced official jerseys at the same time so you're just cannibalizing sales created largely off the buzz of this "launch event". Wait next year for Mardi Gras and have another reason to have another press conference telling shoppers new jerseys are available. The wait periods may be arbitrary but they are based on some logical assumptions.
