A city wide bus system coming and going to the game for a few bucks and departing from a lot more locations would help alleviate some of the conjestion. If you make it affordable, with easy/no hassle logistics, the people will utilize it. If it's too expensive, has too few routes and is a pain in the arse, just the opposite.
I simply do not understand why they don't start this earlier. More people would utilize this option if it started sooner.

I would use that since I live down Bluebonnet from it, but how long does it take for the busses to get thru traffic after game?

We use the shuttle from Pastime. Get there early...eat and drink with friends...watch portions of some games...head to stadium about 90 mins before kickoff...winning combination. They drop off at the stadium, but pick up is near the softball/soccer complex.
