Aw come on 
Ok. She's content with day to day bf/gf stuff.
But she does want more eventually.
Maybe I'm wording it wrong. She's happy but wants more. She's not unhappy with their relationship, she just wants to add on to it.

If all of this is true and marriage is what she wants, then she needs to tell him that. If he isn't going to marry her, then she either has to be happy not being married or she needs to move on. Those are the only 2 options.
