I went voluntarily two years ago. A friend had a work trip there and I had some extra FF miles so had an almost free trip.
I loved the place, and the food (street tacos, particularly) and the awesome tequila bars. Most dangerous I felt was a bus station after dark, but wasn't that bad. Really wasn't scared.
Teotihuacan (northeast of the city) is AMAZING!!
On a crime per-capita basis, Mexico City's massive population probably makes it one of the safer places in Mexico (while not as safe as Cancun or Cabo). I really liked Mexico City and would recommend it.
