It wasn't inconclusive. Brown supporters are arguing that while his arms couldn't have been raised at the time, its possible that he could have still elevated his hands. That makes no sense. If I am going to surrender and raise my hands, my arms come up. Either out to the side away from the body or front.....even if it is just a little.
