I'm asking if it is determined that my property is 4' above sea level and the listed bfe is 8', would I just have to go 5' off the ground?

stop saying sea level

your Top of Slab (FFE) needs to be 1' above BFE

All elevations are taken from the same datum (NAVD88). If your property is at elev. 4' and the BFE is at 8', then your property is currently 4' below base flood.
