Why? Because people from Mall City could show up at the capital building at a moment's notice? It's not like downtown isn't right next to the Plank Road area and old mid city already. It's not like Old South Baton Rouge isn't right there. This would be great for Cortana AND great for Downtown as more of the wealthy people from Old Goodwood and Capital Heights could go downtown without having to worry about parking or designated drivers.

Who it sucks for is the BRPD's DUI division.

If the cars are run well, it would be great for state employees living in the Garden District, Old Goodwood, Mid City, and Capital Heights to commute without having to drive in endless traffic clusterf&%ks.
