It was probably more like the driver saw the bike, noticed he was way off in the distance, and felt he had the space and time to make the turn. I doubt the fact that the biker was going 100 mph was even possible for the driver to know. It's hard to judge speed if they are coming straight at you.
The driver could have acted more defensively and waited, which is why the biker doesn't get 100% of the blame. But he certainly gets most of it.
