New Mexico has three Air Force Bases, White Sands Missile Range, an Army proving ground/maneuver range, Los Alamos National Labs, and Sandia National Labs.
All of that in a state with a population around 2 million.
The federal government is easily the largest employer in the state and it's not close, but I can't really say it's due to welfare or "handouts".
