The rise of IS in Iraq is due to Morsi.

Saddam would have gassed their arse, and we would have let him.
France has arrested French nationals coming back to France with intent to carry out attacks. The Brits have just elevated their terror alert to "severe" due to these idiots.
There are confirmed reports of US citizens having been killed fighting for ISIS. We'd better pay attention to what's happening in Europe because it's coming here. Bank on it.

Saddam's tribal family and his Republican guard would be fighting him if he were still in power? Interesting theory.

They are gaining recruits because they've been successful. People follow winners. They've gained recruits in Iraq because the Sunni had been shite on by Morsi. The Sunni's have been fighting back for well over a year. ISIS sees this happening over the border and organizes the sunnis there back to a fighting force.
