Pretty much this. I was generally dismissive of the OP because it depends on a description of the "US Computer Network" that is so overly simplistic it isn't close to reality.

Nevermind that if there was a group that could bring down the internet like that I highly doubt we would be able to trace them... although the incentive for the US would be much higher than in normal virus attacks, so possibly...
