I would have to assume it was mostly to do with him being a rookie and needing to learn the playbook a little better and develop better skills in pass pro.
I've taken him in Round 2 in 2 drafts so far and have been happy about it.

I had Moreno last year, and for the last 4 or 5 games, Ball was cutting into Moreno's points. Ball looked great at the end of the year and proved he could easily be a starter with no fumbling or blitz pick up issues.
I have him in one of my leagues this year and was able to get him in the middle of the 2nd round (10 teams). I think I got the best value in the draft.
