i'm still having a hard time "following the money" on this whole mess. i'm willing to bet that the commercial guys are getting BIG $$$ on their license since the nmfs doesn't issue anymore than what is currently issued (1,300?).

There are limited offshore permits held in the recreational sector. Charter for hire guys are currently included in the recreational sector quota. They want their own quota that carves out a percentage of the current recreational quota (a public resource), so they can get paid to take people out fishing. Amendment 40 would hand/give a portion of the resource to a select few permit holders, so that they can profit from it.
