I completely understand removing the navigation hazards if you really need to, but you could just do what the rigs to reef program is doing and drop the top next to the base down to a navigable depth. Unfortunately, that fund also got pilfered by a state leader.

Yeah I know, the rigs to reefs is the ideal choice for everyone involved.
