Are there other options of wall that you'd allow between those two stations, but you are open to using an MSE wall there?
Yes

Or are you saying you have to use this one type of wall between the two stations and no other type of wall is acceptable?
No, this is not the case
From 170+00 to EW MSE is not an option. So, essentially, I'm excluding the other station limits from the MSE option. In this interval I did word it as you suggested for the other wall type.

Is the number of stations to be excluded larger than the number of stations that can accommodate the wall?
No and I don't know why that would matter.
Just FYI, "station" is a distance equal to 100 feet. The term 166+00 to 170+00 = 400 feet. I'm referring to a retaining wall that is 530 feet in length. So, for the first 400 feet of the wall a MSE and cantilever wall are acceptable. A MSE wall may not be used for the final 130 feet.
Just to be clear for those who aren't familiar with that term.

4. Only MSE wall is acceptable for stations 166+00 to 170+00.

That's definitely not right.

There is no need for the adverb only in your sentence. Below clearly states what you are trying to communicate.
MSE wall is acceptable for stations 166+00 through 170+00.

This is a dumb question. The correct answer depends on the context and what you are clearly trying to convey. Moving "only" in different spots subtly changes the meaning.

2 ... the prepositional phrase modifies the verb "acceptable" ... it is acceptable how? ... "for" something ... it's an adverb ("only") ... "only" modifies the adverb "for X", and should be placed in front ...
