The first one was reminiscent of Jack Kirby's and even some of Timely's comics tone of Captain America. It was very much a Cap film from 1960. Which was a perfect introduction to the character. You need that grounded, "all-america" appeal.
Winter Soldier was Ed Brubaker's version. Socially relevant themes, man out of time, all that good stuff. Take this movie's tone/feel and place it in the first film and I think you have something far weaker and very strange.
Both stand together to create a very good character in the MCU.

except they didn't...it was a massive pile of crap...enough anyway, I wanted to talk about how this movie was good
