They didn't. It was a focus of the episode. Basically even though The Doctor didn't believe in them, and neither did the viewer, there are a few legends that are real, namely Robin Hood and The Doctor. This allowed a moment for Clara to show full faith in and acceptance of the new doctor for the first time so far.

So often the companion is the surrogate for the viewer, I enjoyed making The Doctor the audience surrogate for a change.

This was certainly dumb (but not a moffat written episode). But the arrow didn't cause the overload. Not that this makes it more plausible. But this was a lighter, funny episode that is aware of this issue. The moment where Clara demands a plan not including the words "sonic screwdriver" was wonderful.
