Is this a show I can just jump into without any background info or having never watched an episode?

You can jump in with the 9th Doctor from 2005 and be just fine.
You could even start with Matt Smith's 11th Doctor from 2010 and not be too out of the loop.
Depending on your tolerance for cheese - if it's high start with 9th Doctor. If it's low start with 11th and then once you decide you love the show go back.
I will say that the 9th Doctor has an incredible story arc in "The Doctor Dances/The Empty Child" that is can't miss. Just freaking spectacular.
