How do you know where they work? I know some people who work in the medical billing field that wear scrubs and they have no contact with patients.

This. The entire office staff at my dentist, optometrist, and most of my doctors' offices wear scrubs, whether they're nurses or receptionists. I've even seen daycare workers wearing scrubs. As long as there aren't stains on them, it doesn't bother me.

Now as to your friend that you know had just come from work at a hospital, maybe he changed into clean ones right before he left, and that's all he had in his locker.

This.

Girlfriend does medical billing & was allowed to wear scrubs at her previous job & hates that she can't at her knew one(Much less of a hassle to have a couple weeks worth of comfortable scrubs ) .

I know the cafeteria workers wore scrubs at Woman's hospital once upon a time & maybe they still do..
