The fact that we do have laws and police prevent people from doing things. You are probably like me and think "if it wasn't for prison" at least once on your morning commute.

Other than occasionally slowing down a bit, I've never once decided NOT to commit some crime because of some police presence.

I'm sort of of the mind that character really does mean doing the right thing even when no one is looking...so a police officer standing near me is not what keeps me "in line."

FWIW law and police are two entirely different things. Laws don;t work because of police...they work, generally, because we, as a society, agree to live by them. The very small minority of outliers that do not do that are where police come in. The rest of us play by the rules because we understand it makes things work better.
