a lot of the problem lies with the fact that every little town has a police department, especially in louisiana. lots of parishes would do well just to have the sheriff's office.

Agreed. It has been in the news lately that a couple of local PD's have been shut down by town councils. But is that a political issue or part of "militarization"? I think we are straying here.
I am still interested in why having an armored vehicle or a bullet resistant vest is a bad thing.
