I've heard that you can see steep drops in cable speed during "peak hours". Is that still pretty common or has DSL's increasing popularity helped curb that?

Does it happen, yes..If you have decent bandwidth to begin with though, you may never notice it.

My issue is that locally, Cox lowest tier is basically ATT mid-high range

Maybe, but it will still be at least as fast as DSL.

Pretty sure it's decreasing in popularity.

If thats a concern go with someone who offers fiber, if its in your area. U-Verse really isn't fiber.
