Engineers need to start adopting the work culture of these contractors to survive. You say jump they jump to work deadlines. Needs to be a culture shift.

Do you have examples of how they aren't cutting it? Have you given them feedback in the past along with clear expectations and an improvement plan? Make sure you are not jumping the gun.
