Cant. Not at crucible level 2 yet. I know for a fact im not doing it right
I played for 3 hours last night in the iron banner and control and i dont think i even budged the level up meter. And im a ton of bounties.

Buying armour changed everything for me. I was used to other loot games where you don't buy anything.
