A lot of that military hardware is given to them by the federal government. The pentagon said they gave out $500 million in hardware and grants to local and state police forces just last year.
Remember Obama saying in 2008 that "we can't continue to rely only on our military in order to achieve the national security objectives that we have set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well funded."

Yeah I remember which makes the militarization of local law enforcement really disturbing, if we need local police this heavily armed sh!t's fixin to get real serious. Generally not into NWO/Alex Jones sh!t but the past few years have made me wonder if some of his rants are not unfounded.
