When the sheep dog saw my neighbors dog it drug the young girl across the street and tried to attack my friend's dog and son. I had to physically strike the sheep dog across the head and aggressively back it down to get it to stand down.

Have you considered the idea that the sheep dog was "herding" the kid. I know Border Collies do that sometimes. It doesn't mean it was attacking. That could have just been your assumption.

If that's the case, perhaps you struck the dog unnecessarily.

The dog was perfectly docile until the child came down the sidewalk on his scooter with his dog on a leash. The 9 year old girl was trying to control the dog and it snapped at her. The sheep dog eventually drug the young girl across the street teeth out and growling.

My perception, and another neighbors', was that the dog had full intent on attacking.
