He can be swayed, I believe. He just wants to spend more time directing that's all. He's never said he wants out of the MCU (RDJ has said he doesn't want to be Tony Stark much longer). Evans just said he wants to shift his priorities to the other side of the camera.
But, Fallen Son isn't out the question, I just think that's a post-A3 story. That will not be Cap 3, there's unfinished business from WS and a completed arc to be done.

Fallen Son loses too much of it's impact without Civil War. I would hate to see them head that direction without Civil War.
