Used to make that drive quite a bit. DC has the most horrific traffic I've ever seen in this country. Houston in the early 80's was right up there too.
Props to ell for using some good traffic engineering terminology.
However, we'd say that the v/c ratio is > 1.

Sure other cities have worse traffic but those cities are dealing with millions of people. BR is way too small to have such monumental traffic problems.
