It says are contagious whether the virus is present in blood, fluids, or organs.

That includes incubation, champ.

It says: "Person-to-person transmission occurs via close personal contact with an infected individual or their body fluids during the late stages of infection or after death." champ.

While technically the droplet of fluid is still infectious somewhere in pieces in the body and can be transmitted, it will take a while before the newly infected can transmit the virus.
