I don't follow the reasoning either.
ETA: To expand on that. If the trout population were already depleted, you would run it into the ground if you waited until people were catching limits every time out.

I meant that if y'all are worried about the population dwindling because of high numbers being caught, you have nothing to worry about because no one is catching limits.
