I think counseling and education will pick up some of the slack. Referral to counseling/drug education would replace jail and a criminal record.
I doubt you'll ever see "legal" drugs outside of pot and alcohol. Just decriminalized.
I imagine the govt. will get creative enough to find ways to spend the public money, create public sector jobs to replace depleted CJ jobs though. One thing we enjoy doing more than putting people away is spending public money.
