This is one of the little talked about side effects of 9/11. The downward flow of government money to local LEO's to help combat terrorism creating psuedo military units.
And just like Stossel points out, these units use their new goodies to serve no knock raids for low level drug crimes so they can beg for more DOJ funding for the war on drugs.
